The name "Skravelberget" can be traced back to the 1660s when it was documented as "Skraffelberget" in the plot book of city engineer Anders Torstensson. This suggests that there may have been a rugged hill or a loess-covered elevation in this area, and the name reflects the geographical characteristics that characterized the 17th-century landscape around Packaretorget (now known as Norrmalmstorg). By the early 18th century, during the time of Petrus Tillaeus, the present-day Skravelberget Mendre (as indicated on the 1733 map, labeled as number 23: Skrafwelberget mendre) was primarily a water area extending into the Packaretorg Bay.
In the late 1880s and early 1890s, significant changes transformed the landscape of this area. The older structures were demolished, leading to the division of the block into six distinct plots, designated as numbers 7, 9, 11, 12, 13+14 (combined), and 15. The buildings facing Norrmalmstorg were characterized by two-story stone houses. Among them, at Hamngatan 4, stood the popular inn known as "Norrmalmskällaren," while adjacent to it were some rundown wooden slats referred to as the "Hammerska rucklen." These structures derived their name from Christian Hammer, a prosperous jeweler and art collector who had acquired the land speculatively for 170,000 kroner. Hammer had invested in several strategically located plots along the planned Birger Jarlsgatan, and Skravelberget was among them. When Birger Jarlsgatan was eventually constructed, the city of Stockholm had to pay a substantial sum of SEK 750,000 for the land, reflecting its growing importance and value.
